Beijing, China- The Commission on Higher Education (CHED) of the Philippines and the Ministry of Education (MOE) of the People’s Republic of China on Thursday, August 29, signed a Memorandum of Understanding (MOU) to fast track bilateral cooperation in higher education.

8月29日，菲律宾高等教育委员会和中华人民共和国教育部签署了《中华人民共和国教育部与菲律宾共和国高等教育委员会高等教育合作谅解备忘录》，以加强两国高等教育学术双边合作。

CHED Chairman J. Prospero E. De Vera Ⅲ and China’s State Councilor and Foreign Minister His Excellency Wang Yi signed the MoU that signifies the mutual commitment of the two countries to push for the internationalization of universities in both countries. The education cooperation agreement was one of the key documents signed during President Rodrigo Duterte's state visit to China.

中国国务委员兼外交部长王毅在谅解备忘录上签字，这标志着两国共同致力于推动两国大学国际化。该教育合作协定是罗德里戈·杜特尔特总统对中国进行国事访问期间签署的重要文件之一。

The MoU will fast track collaboration between higher education agencies and institutions in the two countries specifically in the areas of:

谅解备忘录将加快两国高等教育机构和机构之间的合作，特别是在以下领域：

1. Mutual recognition of degrees to promote lifelong learning and the practice of profession in both countries;

相互承认学位，促进两国的终身学习和职业实践；

2. Increasing the number of universities recognized by both countries in their registry;

增加两国在其登记册中承认的大学数量；

3. Faculty and student exchanges through scholarships, training programs and country visits;

通过奖学金、培训计划和国别访问进行教师访问和学生交流；

4. Information sharing on the structure of higher education, academic quality, performance standards, evaluation of results, methodology development, student affairs, and qualifications frameworks;

关于高等教育结构、学术质量、绩效标准、成果评估、方法制定、学生事务和资格框架的信息共享；

5. Establishment of a credit transfer arrangements;

建立学分转移项目；

6. Strengthen cooperation in the study of languages and the establishment of additional Confucius Institutes in the Philippines; and

加强在语言研究方面的合作，在菲律宾增设孔子学院;

7. Promotion of participation in educational congresses, conferences, workshops, training courses, and exhibits.

推动学生参加教育大会、会议、研讨会、培训课程和展会。

“President Duterte’s signing of RA 10931 or the Universal Access to Quality Tertiary Education is now providing access to more than 1.2 million students all over the country. This educational agreement will improve the quality of education available to our students,” De Vera said.

杜特尔特总统签署的第10931号RA（普及优质高等教育）为全国120多万学生提供了机会。这份教育法案将提高我们学生的教育质量，'德维拉说。

“This academic cooperation manifests our collaborative efforts to deepen and expand support and opportunities to develop future-ready graduates and contribute to innovation and technology for economic growth and national competitiveness for both countries,” De Vera added.

“这一学术合作体现了我们合作努力，深化和扩大支持和机会，培养面向未来的毕业生，并为创新和技术促进两国的经济增长和国家竞争力做出贡献。'德维拉补充说。The CHED and MOE will establish a joint working group (JWG) to develop programs and projects between HEIs of Philippines and China starting this year. The JWG will be co-chaired by a representative from the CHED and MOE. Other relevant government agencies of the two countries or other relevant institutions which are authorized by the two governments may participate in the JWG.

从今年开始，菲律宾高等教育委员会和中华人民共和国教育部将成立一个联合工作组，以发展菲律宾高等教育学院和中国之间的项目。联合工作组将由国家协调部和教育部的一名代表共同主持。两国其他相关政府机构或经两国政府授权的其他相关机构均可加入联合工作组。
